During his tenure, he became internationally recognized for his expertise in the classification of explosives, fireworks, organic peroxides, and self-reactive substances—some of the most technically complex and highly regulated materials in dangerous goods transport.
Throughout his career, Dr. Tarr worked at the forefront of regulatory evaluation and hazard classification, helping shape policies and technical standards governing explosive materials and reactive chemicals.
