Michael Roldan

Senior Associate Consultant

Michael Roldan brings deep regulatory, operational, and international leadership experience to HazMat Safety Consulting. He previously served as Chief of the Hazardous Materials Division for the U.S. Coast Guard, where he led the development of national and international standards governing the safe and secure carriage of chemicals. In this role, he provided regulatory guidance to operational commanders, managed time-critical approvals, and exemptions for containerized and bulk dangerous cargoes, and ensured alignment with both U.S. and international standards.

Michael also attended as delegate and as U.S. Head of Delegation at the International Maritime Organization’s sub-committees related to hazardous materials safety and security carriage, representing commercial U.S. interests in the development of global maritime transport standards. He served as Designated Federal Officer for a Federal Advisory Committee focused on the safe maritime transport of chemicals.

Prior to joining HazMat Safety Consulting Michael served as Regional Director – Americas for Oil Spill Response Limited (OSRL), the world’s largest global oil response cooperative providing oil spill preparedness and response services. In this leadership role, he directed response operations across the Western Hemisphere, ensuring effective deployment of personnel and equipment to meet operational objectives safely, efficiently, and within budget. He also prioritized stakeholder engagement, industry collaboration, and adherence to internationally recognized best practices to strengthen preparedness and response capabilities across the region.

At HazMat Safety Consulting, Michael leverages his combined technical, regulatory and operational expertise to help organizations navigate maritime hazardous materials requirements, strengthen compliance programs, and manage risk in complex domestic and international transport environments.
