Barbara Lantry-Miller

Senior Associate Consultant / Engineer

Barbara Lantry-Miller brings more than 30 years of experience in Environmental, Health, Safety (EHS), and Dangerous Goods compliance to her role as Senior Consultant at HazMat Safety Consulting. She advises clients on hazard communication, regulatory alignment, SDS and labeling strategy, and dangerous goods program development—helping organizations operate confidently within complex domestic and international regulatory frameworks.

Prior to joining HazMat Safety Consulting, Barbara served for 16 years as Director of Controlled Products and Dangerous Goods – Americas for Givaudan, a global manufacturer of flavors, fragrances, and cosmetic ingredients. In this leadership role, she oversaw hazard communication programs, Safety Data Sheet (SDS) and label authoring, configuration of integrated SDS authoring systems, and compliance related to dangerous goods and controlled products, including drug precursors, explosive precursors, and chemical weapons regulations. She began her career as a Program Engineer with GE Aircraft Engines before transitioning into environmental health and safety leadership within the chemical sector.

Barbara has been deeply engaged in international regulatory development. From 2014 to 2021, she served as an NGO delegate to the United Nations Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals and the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods. She was an influential industry advocate in the development of Annex 11 (“Guidance on Other Hazards Not Resulting in Classification”) within Revision 8 of the GHS “Purple Book,” addressing combustible dust guidance. She also contributed to successful efforts within the UN Labelling Working Group that resulted in Annex 7, which recognizes alternative labeling arrangements for small packages—providing practical compliance solutions for industry while maintaining safety objectives.

Barbara has served in key industry leadership roles, including as Chairman of the Board of the Dangerous Goods Advisory Council (DGAC) in 2016 and as a member of the Board of Directors of the Council on Safe Transportation of Hazardous Articles (COSTHA), to which she was elected in 2023.

She holds a Bachelor of Arts in English and a Bachelor of Science in Industrial and Systems Engineering from The Ohio State University, as well as a Master of Science with emphasis in Environmental, Health, and Safety from University of Cincinnati.

Through regulatory leadership, technical expertise, and international engagement, Barbara helps clients build compliant, defensible, and forward-looking dangerous goods and hazard communication programs.
